I would say its a great way to start. Some might tell you to up the reps a little to get a feel for the exercises and get a little more time under load for a
beginner. I have read some of Parks stuff and it can get a little volume and frequency heavy,so watch out for that, modify some of it,I would still stick to two
days a week training and the other guidelines of abreiviated training

I checked out that article. the first workout aint bad but he does slowly creep up the volume and frequency. Have your friend get a copy of beyond brawn also.
that should keep him moving in the right direction

I always liked the 5x5 system. It's funny, but for years I trained 5x5 or even 6x6, but I never knew that it was attributed to Reg Park. Again, the key is
to monitor yourself to prevent becoming overtrained. Like Jgriff says, the volume can get excessive. But I think sticking to the basics for 5x5 is a great way
to train, whether for a beginner or someone who's been doing it for a while.
